Ukrainian President Volodymyr Zelensky Declares He Lacks Explicit Security Pledge from Partner Nations

President Zelensky has stated that European allies have failed to provide sound guarantees that they will protect his country in the case of a future Russian attack.

"I am asking this very question to every one of our allies and thus far, the answer remains elusive a clear, unambiguous answer yet," he told reporters on Wednesday.

These remarks follow a day after the UK and France inked a statement of purpose on stationing forces in Ukraine if a peace deal to conclude the conflict with Moscow is finalized.

However, full security guarantees have yet to be solidified. The US, which has been spearheading initiatives to halt the offensive, reportedly did not sign such a pledge at discussions held in the French capital on the previous day.

Details of the Paris Talks

After the Paris talks, which involved some three dozen nations that comprise the so-called Coalition of the Willing, British PM Keir Starmer said the UK and France would "establish military hubs across Ukraine" to deter future invasion, while French President Emmanuel Macron subsequently indicated a significant number of soldiers may be deployed.

Partner nations suggested that the United States would take the lead in monitoring a truce. But the key issue of territorial concessions that Ukraine is being asked to grant to Russia as a component of the settlement terms are continuing to be negotiated.

The Russian government has not yet commented on the declaration made in the city of Paris.

Russian President Vladimir Putin initiated a full-scale invasion of Ukraine in February 2022, and Russian forces currently controls about one-fifth of Ukrainian territory.

The President's Evolving Stance

Sir Keir described the bilateral declaration as "a vital part of our dedication to stand with Ukraine for the long-term".

He continued: "It paves the way for the legal framework under which British, French and partner forces could function on Ukrainian soil, securing Ukraine's skies and seas, and regenerating Ukraine's armed forces for the future."

The Ukrainian leader praised that accord as a "huge step forward".

Twenty-four hours afterward, however, he seemed more cautious.

"I see the will, the political resolve, and that the partners are ready, and the partners are ready to give us strong sanctions, powerful defense assurances," he said when asked if nations in Europe would come to Ukraine's aid.

"However, until we don't have such binding security pacts - legally binding, endorsed by legislatures, backed by the U.S. Congress - this question cannot be answered. And should they materialize, you must ultimately depend primarily on your own strength."

Persistent Challenges and Fighting

Negotiations in Paris were also significant due to the presence of US President Donald Trump's peace envoys, Steve Witkoff and Jared Kushner.

Witkoff said the participating countries "mostly completed" their work on finalizing security arrangements.

Recently, the President indicated a peace deal was "90% ready".

Questions of land and defense pledges have been at the center of outstanding matters for negotiators.

Putin has repeatedly warned that Ukraine's military must pull back from the entirety of the Donbas region or Moscow will take control, dismissing potential concessions over how to conclude hostilities.

Zelensky has so far ruled out ceding any territory, but has suggested that Ukraine could withdraw its troops to an agreed point - but provided that Russia did the same.

Russian forces currently controls about three-quarters of the Donetsk oblast, and some 99% of the neighbouring Luhansk. The two regions constitute the industrial Donbas region.

It has been intensifying attacks against cities in Ukraine - with a focus on energy infrastructure. Russia has also made slow progress in seizing additional Ukrainian land.

Ukraine has hit back at Russian targets with unmanned aerial vehicles, albeit with more limited success.
